Ashland is a small town in Chemung County, New York. It is considered part of the Elmira Metropolitan area and Southern Tier region The southern town line is also the Pennsylvania state line. , the town population was estimated at 1,800. Ashland covers roughly fifteen square miles. It was first settled around 1788 and formally established in 1867. Ashland was the last town created in Chemung County. The town was a very prominent figure in the New York tobacco industry during the mid-1800’s. Inside the town is a village known as Wellsburg. It is the main population area of the town and the location of town offices.

Traffic tickets issued in Ashland mostly originate from the Southern Tier Expressway (Interstate 86). A portion of the interstate passes through Ashland’s northeast area. Traffic citations are issued on the local streets as well. The main road in town is New York State Route 427 (Lower Maple Avenue), which runs north-west and south-east. The road sticks to the northern part of town as it follows the Chemung River. NYS-427 acts as the Village of Wellsburg’s arterial road as it heads downstream. The speed limit in Ashland hovers around the 30 mph to 40 mph range. New York State Route 367 (Main Street) runs north-south into Pennsylvania. Going north, as it crosses the New York State line, the speed limit is reduced to 30 mph. This change of speed can catch motorists off guard. Town and village roads are also monitored by the Chemung County Sheriff’s Department.
