Richland is a town in Oswego County, New York. It is a rural town, located approximately halfway between Watertown to the north and Syracuse to the south., the estimated population was 5,600. The town sits on the eastern shore of Lake Ontario. The Village of Pulaski is the town’s main population area and the location of town government offices.
