The Town of Rockland is located in the northern portion of Sullivan County, New York. The town was first settled in 1789, and then later was established in 1910. As of August of 2021, Rockland's population was 3,988. A number of hamlets make up Rockland including Anderson, Beaverkill, Craigle Clair, De Bruce, Deckertown, Grooville, Hazel, Joscelyn, Livingston Manor, Lew Beach, Morsston, Parkston, the similarly named Rockland, and Roscoe.

A large portion of Route 17 goes through the town of Rockland resulting in numerous speeding and other tickets. A number of traffic tickets are also issued on Old Route 17/Rockland Road (CR-179/CR-91/NY 206). The speed limit is reduced to 30 mph upon entering the hamlet of Roscoe but motorists often fail to take notice. NYS-17 and the local roads are patrolled by New York State Troopers. The town has its own justice court, located within the hamlet of Roscoe.
To make matters somewhat confusing, there are two town justice courts in Roscoe. The Rockland Town Court and the Colchester Town Court. The two Roscoe courts are in fact a three minute walk from each other. Rockland Town Court has jurisdiction over violations in the town or Rockland and on the section of Route 17 in the most western portion of Sullivan County. The Colchester Town Court has jurisdiction over violations in the town of Colchester on the section of Route 17 in the most eastern portion of Delaware County.
