Waverly is a village in Tioga County, New York. It is located on the New York – Pennsylvania border, approximately twenty miles east of Elmira and approximately forty miles west of Binghamton. Waverly is a village within the Town of Barton. The area is known as the Southern Tier region. Across the Pennsylvania border is the borough of South Waverly. They are one community albeit in two different states., the village population was estimated at 4,300.
